Buying land in coastal North Carolina involves zoning, permits, and environmental considerations that differ from inland purchases. Here's what buyers need to verify before closing.

CAMA: Coastal Area Management Act

The Coastal Area Management Act (CAMA) manages development in North Carolina's 20-county coastal area. It requires permits for construction and land alteration in Areas of Environmental Concern (AECs)—areas with natural hazards or important environmental, economic, or cultural resources. Any development along oceanfront or estuarine shorelines typically requires CAMA permits.

Permit types:

  • Major permits: Required for projects over 20 acres, construction exceeding 60,000 square feet, or projects requiring other state/federal permits. Reviewed by 10 state and 4 federal agencies.
  • General permits: For routine projects with minimal environmental threat, issued by Division of Coastal Management (DCM) staff.
  • Minor permits: For projects like single-family homes that don't qualify as major or general. Issued locally within 25 days by Local Permit Officers (LPOs).

Each coastal county has an LPO to assist with applications. Contact your regional field representative or use the DCM's online permitting system.

Zoning Varies by Location

Zoning varies significantly across coastal North Carolina. In Brunswick County's Medium Density Residential district, for example, single-family homes, multifamily units, duplexes, townhomes, and limited commercial uses are allowed. However, some areas have no zoning restrictions, offering more freedom for development—such as certain parcels in Beaufort County (Pantego area) or Pamlico County with unrestricted zoning. Always verify zoning with the local county building or zoning department before purchase.
